Finding an affordable apartment takes time, careful planning, and patience. Because many people are looking for affordable homes, this process is a journey. We will walk through it together, step by step.

This guide shows exactly how the process works. It keeps our steps in order so we can easily review them together and prepare to find you a safe, permanent home.

Step 1: Understanding Your Budget & Market Realities

Your Budget Reality

  • Your Income: Approximately $990 per month.
  • Our Housing Goal: An income-based apartment where your rent is legally capped at 30% of your income (roughly $297 per month).

Shared Living: A Temporary Option to Stay Off the Street

Renting a single room in a shared house or finding a roommate can be a helpful emergency backup plan to keep a roof over your head and stay off the street while we wait for an apartment to open up. However, it is very hard to maintain long-term:

  • The Financial Strain: Renting a single room right now costs an average of $800 per month.
  • The Monthly Balance: Paying that much leaves you with only $190 for the entire month for food, phone, and medicine.
  • The Strategy: While a shared room is a good temporary option to stay safe and sheltered, finding a true income-based apartment remains our primary goal for long-term stability.

Overcoming Hidden Rental Barriers

To make sure your apartment applications get approved, we must plan ahead for what landlords look at. We will work together to review and prepare for:

  • Rental History: We will check for any past evictions or money owed to old landlords and create a plan to handle them.
  • Background & Credit: We will see what a landlord sees on a background check so there are no surprises.
  • Upfront Costs: Even with subsidized housing, you usually need money for application fees, security deposits, and turning on utilities. We will plan early to find ways to cover these costs.

Step 2: Why We Must Join Waiting Lists Immediately

Because income-based apartments are affordable, thousands of people want them. This means almost every property has a waiting list. Our first major goal is to get your name on as many lists as possible.

  • First-Come, First-Served: The sooner we hand in your application, the faster your name moves to the top of the list.
  • Apply Everywhere: We will apply to multiple properties at the same time. Joining 5, 10, or more lists heavily increases your chances of getting a call back sooner.
  • No Risk: Joining a waiting list does not cost anything and does not force you to move. It simply secures your place in line so you have choices when a 1-bedroom apartment opens up.

Step 3: Our Immediate Housing Action Plan Today

Today, we are going to submit three specific pre-applications to get you into the housing system as quickly as possible. Because standard housing lists have long waits, these three programs are our best starting points.

1. City of Phoenix Public Housing

  • The Goal: To get you onto the waiting list for government-owned apartment buildings. Rent here will be capped at about $297 per month.
  • What We Will Do Today: We will log onto the Phoenix MyHousing Portal together and complete your online pre-application.
  • Important: We will write down your confirmation number and keep it in your housing folder.

2. AHCCCS Housing Program (AHP)

  • The Goal: To see if you qualify for specialized healthcare-related housing subsidies or supportive apartments.
  • What We Will Do Today: We will fill out a quick screening form to check if you meet the health requirements. If you do, then we will complete and submit the main application.

 3. Maricopa County Site-Based Waitlists (HAMC)

  • The Goal: To apply for specific, individual apartment complexes outside of downtown Phoenix that offer income-based rent.
  • What We Will Do Today: We will check the Maricopa Housing Services Portal to see which specific 1-bedroom buildings have open lists right now, and apply to them.
  • Important: If we apply here, you must log into their website every 60 days to keep your application active, or they will remove your name.

Step 4: Long-Term Subsidized Options We Will Explore

We will also look into these private apartment buildings. I will send/give you some more. These are just examples:

Step 5: Building Your “Document Ready” Folder

Property managers process hundreds of applications. If you are missing even one document, they will skip to the next person. You need to collect these exact items and keep them safe in a folder so you are ready the second a door opens:

  • Government Photo ID (Your current Driver’s License or State ID card)
  • Social Security Card (Must be the original, physical blue-and-white card)
  • Birth Certificate (Original copy)
  • Official Proof of Income (Your current Social Security or SSI Benefit Award Letter showing your $990 amount)
  • Bank Statements (Your most recent 1 to 3 months of statements, if you have a bank account)

 Your Daily Action Plan

While waiting for housing lists to move, your three most important jobs are:

  1. Protect your income: Keep your $990 monthly income secure.
  2. Keep a clean record: Avoid any rental or legal conflicts that could hurt your housing chances.
  3. Save what you can: Save every dollar possible into a “move-in fund” to help pay for future application fees or utility deposits.
