South Eastern Arizona Community Action Program (SEACAP) serves Cochise, Graham, Greenlee and Santa Cruz counties. Its community services can help eligible households navigate utility assistance and other emergency support or referrals. City of Phoenix Targeted One-Time Crisis Assistance
Phoenix’s Targeted One-Time Crisis Assistance helps qualifying households that completely lost SNAP food benefits on or after October 1, 2025 and have not had them reinstated. Eligible Phoenix residents or City of Phoenix water customers may receive limited utility-account and transportation support. This is not the city’s general emergency rent or utility assistance program.
