A New Leaf — East Valley Men’s Center

A New Leaf’s East Valley Men’s Center in Mesa offers temporary shelter, case management, employment assistance and housing-planning support to men experiencing homelessness. Applicants must complete the online prescreen linked on the provider’s site; the center does not currently conduct intake by phone. Children younger than 18 cannot stay at the center.

Arizona Sliding Fee Schedule Clinic Finder

The Arizona Department of Health Services Sliding Fee Schedule finder helps people locate participating clinics that adjust charges based on income or other eligibility factors. Search for medical, dental or behavioral-health providers and contact a selected clinic directly about fees, appointments and whether it is accepting new patients. Not every service is free.

CAHRA

Community Action Human Resources Agency (CAHRA) provides assistance and referrals to qualifying households in Pinal County. Its community services include utility-related assistance and connections to emergency shelter or other local support. Review the program’s current eligibility and intake instructions before visiting an office.

SEACAP

South Eastern Arizona Community Action Program (SEACAP) serves Cochise, Graham, Greenlee and Santa Cruz counties. Its community services can help eligible households navigate utility assistance and other emergency support or referrals. Contact the agency for the appropriate county office, required documents and current application procedures.

NACOG Community Services

NACOG Community Services connects eligible residents of Apache, Navajo and Yavapai counties with Community Action assistance, which may include help with household utilities and housing-related needs. Its broader organization also operates in Coconino County, but Coconino financial-assistance intake follows a separate county pathway. Check the relevant county office before applying.

WACOG Community Services

Western Arizona Council of Governments (WACOG) operates Community Services programs in La Paz, Mohave and Yuma counties. Residents can contact the appropriate regional office to ask about utility assistance, housing-stability services and other support for qualifying households. Program eligibility and application procedures vary by service and location.

Maricopa County Rental Assistance

Maricopa County coordinates rental-assistance screening through Community Action Program offices for eligible residents outside Phoenix, Mesa and Glendale. Assistance may address overdue rent or rental deposits for households experiencing a documented financial crisis. Residents of those three excluded cities must use their respective city assistance programs.

City of Phoenix Crisis Assistance

The City of Phoenix Community Services Program offers crisis screening, case management and potential eviction-prevention, move-in and emergency utility assistance through its family services centers. Applicants generally must live in Phoenix and document the crisis, household income and expenses. Call 602-534-2433 or use the city application portal to request assistance.

Pima County Community Assistance

Pima County Community Assistance may help qualifying households with overdue rent, mortgage or utility bills, eviction prevention, move-in expenses and utility deposits. Some special-needs assistance may also be offered. Applicants must document their household circumstances and financial hardship; contact the county Community Assistance Division for eligibility and appointment instructions.

Power AZ

Power AZ was a state utility-assistance initiative administered alongside LIHEAP that extended eligibility to some households above LIHEAP income limits. Arizona DES reports that Power AZ funds are exhausted and applications submitted after September 21, 2026 cannot be processed. Existing timely applications may still be reviewed. LIHEAP is a separate program.
