City of Phoenix Targeted One-Time Crisis Assistance

Phoenix’s Targeted One-Time Crisis Assistance helps qualifying households that completely lost SNAP food benefits on or after October 1, 2025 and have not had them reinstated. Eligible Phoenix residents or City of Phoenix water customers may receive limited utility-account and transportation support. This is not the city’s general emergency rent or utility assistance program.

UMOM — Family Emergency Shelter and Halle Women’s Center

UMOM operates distinct emergency shelter services in Maricopa County: New Day Center for families with children and Halle Women’s Center for single women. Residents may receive meals, case management, employment services and help identifying longer-term housing. Intake differs by household type; use the official shelter and Find Help pages for the correct access route.

House of Refuge — Transitional Housing

House of Refuge in Mesa offers transitional housing and case-management support to eligible Arizona families experiencing homelessness, facing eviction or leaving domestic violence. It is not an immediate emergency shelter. Applicants must meet family, income and screening requirements, and residents pay monthly housing and move-in charges. The housing inquiry form is available when openings exist.

AZCEND Community Action Program

AZCEND’s Community Action Program assists eligible residents of Chandler, Sun Lakes and Queen Creek with rent, mortgage and utility expenses, including water, gas and electricity. Its office provides application instructions and documentation requirements; assistance depends on program rules and available funding. Call 480-963-1423, extension 126, for program information.

Coconino County Health and Human Services — Social Services

Coconino County Health and Human Services provides social-services assistance that may include rent and utility support for eligible county households facing financial hardship. Intake and appointments can differ between Flagstaff and Page. Review the county Social Services instructions before visiting or applying; funding and repeat-assistance restrictions may apply.

Arizona LIHEAP

Arizona LIHEAP helps eligible low-income households with home heating and cooling expenses and energy-related emergencies. Residents can review income and documentation requirements and apply through the A-to-Z Arizona portal. For application help, contact a local Community Action Agency or the LIHEAP service line at 866-494-1981.
